Ministro Álvaro García

Previsiones de Economía muestran crecimiento con inflación y empleo estable para 2010

Pese a la situación internacional, el índice de desempleo mejoró en el año 2009, según el Ministro Álvaro García. El titular de Economía opinó que una tarea importante para trabajar de cara al futuro es la calidad del empleo de los uruguayos. Pero recordó las consultas de la prensa sobre el impacto de la crisis sobre el trabajo. Lo hubo, dijo, pero el país retomó la actividad con fuerza. En 2010 el desempleo se estabilizará.

¿Se apellida Lo hubo? Si no es así… El responsable de escribir la noticia, escribe mucho mejor que D. Miguel De Cervantes Saavedra y otros tantos escritores incultos Españoles. Ironía pura y dura.

El Ministro de Economía y Finanzas, Álvaro García, reflexionó sobre algunos aspectos de interés para la prensa, en especial sobre desempleo, inflación y crecimiento económico. Acerca del desempleo, el Secretario de Estado recordó que la crisis internacional no afectó el empleo. Los datos del mercado laboral indican que la tasa de desempleo es del 7,3% en diciembre de 2009, un valor similar frente al mismo mes de 2008.

¡Sí! Interés para la prensa, no para el pueblo.

¡No sé yo! Varios uruguayos se han postulado a la oferta que lanzamos para tele trabajar y nos sorprendió cuando confesaron que estaban trabajando y no les llegaba el sueldo.

¿Para qué sirve tener trabajo si lo que ganas no da para vivir?

A su vez, García señaló que de aquí en más, el Uruguay tiene una tarea importante para trabajar en el área de la calidad del empleo. También recordó las consultas de la prensa al comienzo del 2009 y su preocupación por los índices de empleo, cuando la crisis era el tema sobresaliente en el mundo. Los datos del MEF indicaban en su momento que el impacto llegaría al país, pero en el promedio del año la actividad económica creció –sobre todo a finales del 2009, dijo García- y esto, se observa también en los indicadores de empleo y desempleo.

La actividad económica uruguaya crecerá un 4%, según estiman los técnicos del Ministerio. A mediano plazo, complementó García, si mantenemos estos índices de desempleo y el crecimiento del país, serán necesarias políticas laborales focalizadas, pues será preciso una incorporación sustantiva de profesionales y mano de obra calificada a una economía que así lo solicitará, alertó. Junto a esta reflexión, señaló que los datos migratorios de los uruguayos muestran un interés creciente de los compatriotas que viven en el exterior para afincarse nuevamente en el país.

¡Si entra más capital extranjero, si los inversores se deciden por Uruguay, si las exportaciones aumentan un 1000%, si el pueblo paga sus impuestos, si el gobierno recauda el 100%, Uruguay, garantizo que tendrá superávit en el año 2010! ¡Es que yo en mis horas de relajación hago economía! Ironía pura y dura.

Sobre la inflación, no se prevén modificaciones importantes. La cifra final divulgada por el Instituto Nacional de Estadísticas para enero de 2010 es de 0,93% y la cifra acumulada anual es de 6,05%. García analizó la cifra e indicó que en enero de 2009 la cuota mutual no impactó sobre el índice de precios.

A modo de conclusión, Álvaro García aseveró que los canales con capacidad para presionar sobre la economía uruguaya actual disminuyeron en comparación con el año 2001 y sobre las vías existentes, los datos no señalan mayores preocupaciones.

¿Qué hacer?

Obviamente, cualquier corporación espera no tener que hacer frente a “situaciones que causen una importante interrupción de las operaciones del negocio, que provoquen una  extensa cobertura de los medios de comunicación masivos” (crisis). El escrutinio público que se da como resultado de esta cobertura de medios, afecta las operaciones normales de la compañía, y puede a menudo tener impacto (negativo) en el campo financiero, político, legal y gubernamental. La destrucción substancial de valor debe ser temida, especialmente, cuando la crisis no se maneja ante la opinión de los medios/de la opinión pública. La gestión de la crisis se ocupa de dar una respuesta correcta ante la crisis (preventiva estructural y ad hoc).

Alguna ayuda y consejos genéricos en la gestión de crisis

    1. Prepare los planes de contingencia por adelantado (el equipo y los miembros de la gestión de crisis pueden ser formados con poco aviso, ensayo de crisis de varias clases)

    2. Anuncie a nivel interno de forma inmediata y clara que las únicas personas autorizadas para hablar sobre la crisis al mundo exterior, son los miembros del equipo de crisis)

    3. Muévase rápidamente (las primeras horas después de que la crisis explotó son extremadamente importantes, porque los medios periodísticos a menudo desarrollan la estructura de su información basados en lo que pasa en las primeras horas)

    4. Utilice a consultores en administración de crisis (el consejo objetividad de los consultores es importante, utiliza a los especialistas en imagen corporativa)

Un elemento importante que a veces se pasa por alto es probar el plan de continuidad del negocio.

Las corporaciones con planes de continuidad del negocio estarán en una mejor posición para disminuir el impacto de la crisis en el negocio y en los indicadores financieros.
